I would like to see a new tab, Contacts maybe under Tools, or Company that could be used for other contacts like Banks, Insurance companies, etc. It could be a copy of the Vendor Manager, Edit Vendor forms with some small changes.... Could be a contacts manager for all entries in the address book.

Sorry i do not see the point in that. Vendors are vendors and customers are customers.

I refuse to believe that you do not pay your government or bank. You could always add these to the phreecrm under customers.

We mostly just maintain contact information. I would like to separate them from customers or vendors, helps to keep the system clean, a proper address book would let you create a new category... As it is you only have two, or maybe 3, customers, vendors, and employees, maybe branches...
I think the contacts module could do a lot more...

I keep them under vendors as I usually collect/pay fees to them. You are looking for a general address book that you can use just to store information but no financial transactions. This would be an easy customization, just create a new address type and add a new menu item. I haven't tested this but the concept should be relatively straight forward.
